Benefit cards/documents with a time frame must be valid during the time of the application. If the cards/documents do not include a start and ending time frame, it must be issued within the previous 12 months or have a future expiration date. 

Cards/documents must be issued by a state or federal agency and the agency’s name or log must be visible on the card/document. 

Cards/documents need to include the issuing entity and subscriber’s name and address. 

Types of Benefit cards/documents:

  • Copy of a letter from a government agency showing eligibility for the qualified benefit.
  • Only the Benefit Identification Cards will be accepted for Medi-Cal proof starting August 15, 2024. The Benefit Identification. Cards(BICs) do not need an issue date within the last 12 months. BICs are permanent IDs.
  • Federal Public Housing or Section 8 rental agreement or voucher.

Pictures of a picture or a screenshot are acceptable as proof of eligibility as long as they include all required fields. If the customer is using a screenshot from an online portal, it needs to include either the agency’s URL or the logo of the eligibility program.
